How to get an MMJ card in Minnesota

Minnesota's program runs through the Office of Cannabis Management's Division of Medical Cannabis:

1. Confirm you're eligible. You must be a Minnesota resident with one of the state's qualifying conditions.
2. Get certified by a registered practitioner. A Minnesota health care practitioner registered with the program confirms your qualifying condition — telehealth visits are generally accepted.
3. Enroll online. You complete your enrollment through the state's online patient portal after your practitioner submits their certification.
4. No fee to pay. Minnesota eliminated its patient enrollment fee in July 2023, so there's no state cost for this step.
5. Buy from a licensed dispensary. Once enrolled, you can purchase from any Minnesota-licensed cannabis retailer.

Enrollment is valid for three years as of a July 2024 change, so most patients only need to go through this process once every three years.

Qualifying conditions in Minnesota

Minnesota recognizes around 20 named conditions, plus a catch-all for practitioner discretion:

• ALS (Amyotrophic Lateral Sclerosis)
• Alzheimer's disease
• Autism spectrum disorder
• Cancer
• Chronic motor or vocal tic disorder
• Chronic pain
• Glaucoma
• HIV/AIDS
• Inflammatory bowel disease, including Crohn's
• Intractable pain
• Irritable bowel syndrome (IBS)
• Obsessive-compulsive disorder (OCD)
• Obstructive sleep apnea
• PTSD
• Seizures, including epilepsy
• Severe muscle spasms, including multiple sclerosis
• Sickle cell disease
• Terminal illness (life expectancy under one year)
• Tourette syndrome
• Any other condition a registered practitioner determines would benefit from medical cannabis

Minnesota is one of the least expensive programs to register for:

• State enrollment fee — $0. Minnesota eliminated its annual enrollment fee in July 2023.
• Practitioner certification fee — set by the provider, not the state, and paid separately.

Possession & purchase limits

Minnesota's limits are similar to, but somewhat more generous than, its recreational program:

• Up to 3 ounces of flower in public, plus up to 12 grams of concentrate.
• Home cultivation allowed — up to 8 plants total, with no more than 4 mature (flowering) at once, matching the general adult-use allowance. Legislative proposals to double this specifically for medical patients have been discussed but were not in effect as of this writing.

Renewal rules
